With the blessing of convicted congressman Leo Lundatos (since when did a little thing like a conviction hamper a Chicago politician?), Jimmy Flannery is poised to take over the famous Tenth, or Mayor's Ward. Jimmy has his doubts about this quick move up the political ladder -- especially as it seems to bring new friends and old enemies out of the woodwork -- but his friends, family, and old network of supporters cheer him on. Flannery's particularly nervous about Maggie Lundatos -- Leo's alluring soon-to-be ex-wife -- who may or may not be scheming to lure Jimmy into her luxurious bed.

At the same time, Jimmy is fighting a well-organized right-winger's plan to ban "offensive" fiction from the Chicago public schools. When someone takes a shot at Jimmy from a moving auto in the wee hours of the morning -- a shot that slays his political ally and friend Mabel Halstead -- is it an old enemy or a new one? Jimmy's search for Mabel's killer, in the midst of the rough-and-tumble of a Windy City political campaign, yields some surprising results.
