Rob LeVine served on the Vail Town Council from 1989 to 1993. During his tenure, Vail town engineer, Greg Hall, and transportation consultant, Arnie Ullevig, proposed a creative solution to traffic backups at Vail's former four-way stop off I-70. LeVine discussed the controversy and resolution of Vail's initial roundabout. It has been described as the first modern roundabout in North America.

Snowdon and Hopkins Architects was named the best design in a Vail Town Council timed architectural contest.
